On 8 August 2024, the Department of Legislation, Ministry of Justice, held a meeting focused on drafting guidelines on the drafting of legal opinions, supported by JuSTICE Project. This aimed at enhancing the clarity and consistency of legal advice given by the department.

The meeting was chaired by Mr. Phannola Thongchanh, Acting Head of the Department of Legislation, and brought together the key stakeholders to provide inputs on this draft. More than 20 key representatives attended, including deputies and officers from the Department of Legislation, along with representatives from the Department of Court Licensing, the Department of International Cooperation, the Department of Legal Dissemination, and the JuSTICE Project.
The meeting addressed key objectives such as the scope and structure of the draft guidelines on legal opinion formulation. Through active and collaborative discussion, participants successfully refined the draft’s scope, goals, and framework. The chair directed the relevant departments to expedite the formation of the drafting committee and to develop an actionable plan for preparing the decree on legal opinion guidelines.
In his closing remark, Mr. Thongchanh expressed his appreciation for the dedicated efforts to the Department of Legislation’s research team. He also extended his gratitude to all participants and the JuSTICE Project for the continued support. A workshop will follow focusing on how to structure legal opinions.
