Our Partners

The Judicial Services, Training and Institutions Capacity Enhancement (JuSTICE) Project is a collaborative initiative designed to strengthen the rule of law in Lao PDR. It is funded by a grant from the Agence Française de Développement (AFD) and led by the Ministry of Justice (MoJ) of Lao PDR.  

The Project involves a partnership between multiple key stakeholders within the Lao justice sector. These partners include:  

  • The Ministry of Justice (MoJ) and some its key departments   such as the Department of Enforcement of Judges (DEJ), the Department of Legislation (DOL), Department of International Cooperation (DIC); the Justice Administration and Promotion Department (JAPD) and the Law Dissemination Department (LDD)
  • The Office of the Supreme People’s Prosecutor (OSPP) and its Research and Training Institution (RTI)
  • The People’s Supreme Court (PSC) and its Research and Training Centre (RTC)
  • The Lao Bar Association (LBA)  
  • The National Institute of Justice (NIJ)
  • The Ministry of Natural Resources and Environment (MoNRE)  

The Project is governed through a structure that includes:

  • The Steering Committee (SC), responsible for approving the project’s strategic direction and Annual Action Plans.  
  • Technical Coordination Committees (TCCs), which ensure coordination and synergy among the partners in the implementation of project activities.  
  • Focal Points within each partner institution, who coordinate the implementation of activities within their respective organizations.  
  • The Project Management Unit (PMU), responsible for the overall coordination, administration, and implementation of the project.  

This partnership structure aims to effectively utilise resources and expertise to achieve the Project’s objectives of promoting the rule of law and enhancing the capacity of the Lao justice sector.

DMI Associates, an international consultancy firm based in France specialising in legal and institutional reform, has been engaged by the Ministry of Justice of Lao PDR to provide consultancy support under the JuSTICE Project. As part of its role, DMI is responsible for recruiting the International Technical Assistance (ITA) Team Leader who is supporting the delivery of key technical activities to strengthen judicial training, institutional capacity, and legal services in Lao PDR.
