On August 8, 2024, the Ministry of Justice’s Department of Legislation held a pivotal meeting focused on drafting a decision by the Minister of Justice regarding legal opinion guidelines. The meeting was honored to be chaired by Mr. Phannola Thongchanh, Acting Head of the Department of Legislation, the meeting gathered key stakeholders to provide insights and direction on this critical draft. Attendees included deputies and officers from the Department of Legislation, alongside representatives from the Department of Court Licensing, the Department of International Cooperation, the Department of Legal Dissemination, and the JuSTICE Project. In total, 20 participants attended, including six women.

The meeting’s objectives included:
- Discussing the scope and structure of the draft guidelines on legal opinion formulation.
- Reviewing the appointment of a committee responsible for drafting the guidelines.
- Offering input on the planning process to create a comprehensive agreement.

Through active discussion and collaborative feedback, participants refined the draft’s scope, goals, and framework. The meeting concluded with a unanimous agreement to develop the guidelines as a government decree. The chair directed relevant departments to expedite the formation of a committee and draft an actionable plan to prepare the decree on legal opinion guidelines.
