The Department of Judgment Enforcement (DEJ), in collaboration with the International Union of Judicial Officers (UIHJ) and with support from the JuSTICE Project, successfully conducted the first session of a Train-the-Trainer (TOT) Programme on Judgment Enforcement from 5–7 May 2025 at National Institute of Justice (NIJ), Vientiane Capital.

The workshop brought together 26 key justice officials, including representatives from the DEJ in both Vientiane Capital and provincial Divisions in Champasak, Savannakhet, Luang Prabang, and Vientiane province, as well as the NIJ. These participants are the core group of trainers who take the lead in cascading the Judgement Enforcement Training Programme from the national to subnational levels.
The training was facilitated by international experts, Mr. Jos Uitdehaag and Ms. Zlatislava Mihailoff, from the UIHJ, who introduced participants to a range of innovative and effective training tools and techniques for adult learning.

Aligned with the 2025 focus of the JuSTICE project-particularly the Component 1, Result 1, which aims to operationalise enforcement guidelines and strengthen institutional capacity – this TOT emphasised on developing a sustainable training framework. The core components of the training included building the capacity in enforcement practices through enhanced adult instructional methodology, facilitation and training skills, curriculum development, and the preparation of effective course materials.
The full TOT programme spans nine days, which will be delivered across three separate training sessions. With the first session now completed, the same core group of the trainers will continue with two additional training rounds before the pilot training programme is rolled out at the subnational level by the end of 2025.
