Supporting Sustainable Capacity Building in the Legal Sector in Lao PDR
The JuSTICE Project is a significant five-year initiative, spanning from November 2020 to June 2026, aimed at strengthening the rule of law in Lao PDR. This project aligns with the nation's commitment to sustainable development and equitable societal progress which is operating within the framework of the Legal Sector Master Plan (LSMP), a strategic roadmap for Lao legal system reformation.
With financial support totaling 4 million euros from the Agence Française de Développement (AFD) the project is led by the Ministry of Justice (MOJ) and overseen by the Project Management Unit (PMU). Its core objective is to enhance the institutional capacity of key justice entities responsible for upholding the rule of law in Lao PDR. To achieve this, the project enhances close collaboration with other crucial justice authorities, including the Office of the Supreme People’s Prosecutor (OSPP), the People’s Supreme Court (PSC), and the Lao Bar Association (LBA). Through these strengthened partnerships, the JuSTICE Project aims to improve access to justice, ensure the effectiveness and transparency of judicial processes, and ultimately benefit Lao citizens.
Recognizing the increasing importance of environmental sustainability and climate action, the project has also integrated a Climate and Environmental Justice (CEJ) component. Specifically, the CEJ component focuses on building capacity and raising awareness to ensure effective environmental law enforcement. The project collaborates closely with the Ministry of Natural Resources and Environment (MONRE) and other key partners to promote and advocate for environmental justice throughout the civil society organizations (CSOs), administrative bodies, and the private sector across the national wide. In the long term, the JuSTICE Project aims to address the critical need to increase the incorporation and contextualization of the environmental standards and considerations into legal frameworks and practices in Lao PDR.
